cortana not working on 950xl dual sim

on the notification banner it says disabled but when i try to enable it it tells me it isnt in my region. makes no sense. it works very well on my 920...same region.

I have Cortana, but no HEY CORTANA... Has she gone shy?

Apparently according to @lumiahelp we need to download new app from MS Store... unfortunately its not there. SOME HELP??
