Tried your entry on Powershell/run as administrator but rejected by Microsoft ["unable to recognise"]

I suggest you to simply disable it. Log out first then ends its process in Task Manager then open startup tab and disable it. Simple. Because I tried and test to disable it using Powershell and group policy editor and finally come to this conclusion which I am suggesting.
