Cortana v1 release countries

Hi

I read on wpcentral that the official wp8.1 will be released this month. That that also means that Cortana will go to v1 at the same time, and that that also means that we (with Europe 8x) will have the ability to use Cortana.
Is this all true? Or am I misinterpreting it?

No. Cortana will not be available in other countries for quite some time. The next countries expected to receive Cortana after the U.S. are the U.K. and China. Most countries will not see Cortana until 2015, but MS hasn't specified when Cortana will be made available where.
