Hi, I upgraded my PC and I' trying to activate cortana, but so far I can't

Any ideas of how to fix this?
I had the same problem on my Surface Pro 3 but after being unable to fix this problem I did a clean install, but as I had 2 or 3 apps installed I did not care... On my pc I have a lot of software Games, Apps witch would take me 3 or 4 days to get all ready so I' trying to avoid that
