how can i gate cortona or activate in my lumia 550

When I activated my phone, one of the steps was Cortana. What occurs when you launch the Cortana app? Once it loads you can look at the hamburger menu and select the 'Notebook/Settings', and see if Cortana usage is enabled there.

Not sure if Cortana is available in all markets yet, though.
