Create Folders not working in new update for me

I successfully updated last night. All seems well except the "Create Folders." Icons are just getting pushed around.
Anyone else with this issue?
Any suggestions?

The Live Folders feature becomes available in the first update after Windows Phone 8.1 (commonly known as "Update 1" or "GDR1"). currently, this is only available for people in the Preview for Developers" programme. We don't know yet when this will be released to consumers (most probably it will be with Lumia Denim, which was announced yesterday).
