CREATE_CHILD_SA & Logging question

o/ -- I have a IPsec IKEv2 tunnel setup between a windows 10 and linux system. I use strongswan as my VPN appliance and certificate-based authentication at each endpoint. On the windows device, is there any way I can manually send a CREATE_CHILD_SA request to the linux server AFTER the tunnel is already established and there is a functioning IKE / CHILD SA? Trying to troubleshoot another problem and I requre this functionality. Also, is there any log (windows side) anyone knows of that shows when these CREATE_CHILD_SA requests are sent and from which program or process they are being instantiated from?
