Creating an .exe file that contains only an icon

I'd like to create an exe file that contains only an icon like WORDICON.exe.
How to do this?

Rename the extension from whatever it is to .exe? It ain't going to run but it'll only contain an image.

I'm guessing he wants to change the icon explorer uses for something else. That may require selecting an icon from an executable.

My understanding is that he wants to create a file that is an executable icon only. I am not sure that is even possible. An exe file is a compiled program, not an icon solely by itself.
