Downgrade first of you have Preview For Developers. I gave worldwide availability in my newest thread. Check it

GUys, you will need to downgrade to 8.0 if you want Cyan right away. There's some problem with Developer preview edition(issue with bitlocker) right now, MS will need to update developer preview so we can get Nokia Cyan. Keep checking wpcentral for news on this

its just showing its available but its not online till now people are facing this issue all over India.
