Dash wont start. only reboots

i have a friend, who's dash is on the fritz. when he cuts the power on, the dash start up but nvr reaches the regular screen. idk it look like cuz i dont own 1. but it keeps reseting when it come to the screen tmobile windows mobile. if any1 has experience this plz pm meh. need to no wat problem might be.

Take out micro SD card

Sometimes my dash gets messed up and gets stuck booting in a loop. Just take out the memory card and it boots fine.
