Data Sense not available

Is there a way how to enable Data Sense on my Lumia 925? I have the latest Amber update installed but no trace of data sense.
Maybe a barcode or link?

I cou;dn't find the link since it comes bundled with GDR2 update and not as a standalone app.
It is a carrier limitation as some point out, but the population of WP is divided.
