I open the data usage from the settings to see how much data I have spend but it shows 0 data.
Can someone help me to enable it again?

That looks like a bug which you should report on. You are running an insider build

Does it still show 0 if cellular data is on?

Still 0 after hard reset.
I change the sims too.
