Deploying Xap files without SDK???

Is there anyway to install apps without using WP Sdk????
i meant to say ,like Android is there any chance to deploy .Xap files in WP8.1 without using Sdk???.[*For the devices with no external storage]

No, but there is a lite version for the Sdk

For wp8.1
