Developer Preview Program!!

Hey folks! I just got a few questions about this Program. Sorry, I am a noob about this stuff but I hear if you are in the program you'll be able to get WP 8.1 on your device when it is released on the 10th for developer.

So exactly what is the program?
Is it free?
How do you sign up?
Does it have anything to do with App Studio? If so, how do I get and sign up for it!!!

Sorry if these are dumb question, but I really want wp8.1 on my 1520 when it is released. Thanks!
