diagnosric and usage data ..to save battery

if you head to privacy then to diagnostic and usage .... you can choose basic mode to save battery as some users suggest .....how ever it seems that in my case I cant chose neither of them ...is show only "windows insider manager this option" is there any way to chose basic ...I want to point that some users are allowed to ...but I cant ...

my bad is title what I meant is "diagnostic and usage data"
