Did they REMOVE update from servers?

I tried twice tue UA via regular update, both stuck at 91?%

Forcing reboot let noteook go back normally. Now I found a lot of forums about defender / antivirus colliding with update.
I 'm trying to make the 3rd one, ut now update is completely disappeared!

Did they removed from servers? That's should be not the first time ever
