Different between preview for developer & windows insider

Any buddy know what's different between these 2.???
Why updates via phone insider is not stable compare to preview for developer???

You see, pfd is the finished version of the OS, and it just needs the firmware to work properly, hence it has very few bugs.
On the other hand, tech preview is a beta OS, it is not the finished product.
You will encounter many errors and probably make the phone unusable for daily usage.
