Disable LTE permanently?

Is there a way to disable the LTE radio on my 830 permanently? I can do the ##3282# thing and disable it, but as soon as I reboot it goes back to LTE.

Where I live the "4G" HSPA band is 4x faster than LTE, so I'm just looking to use that full time.

Hitting the 'Toggle ENS' switch seems to have solved the problem.
