Discharging while connected to charger

Hi

In last few days I have realized that once my Nokia is fully charged its starts discharging while is still connected to the charger. Does anyone knows what might be causing this issue?

How far does it discharge? It is normal for some chargers to do this because if it keeps trying to charge at 100% it starts to hurt the battery.

For example today was 100% and went down to 65%. That wasn't happening before.
