Do apps actually run in background?

Whenever I open an app that I used 2-3 minutes ago (sometimes even after 20 seconds), it starts opening the app with full loading like it was not used for days, especially with Facebook, Messenger, Viber etc. Most annoying one is Edge, definitely, which loads web page I was browsing every time I minimize the app and enter it again. I'm using Lumia 640XL DS (Insider Release preview) with only 1GB of RAM, so it could be that. But shouldn't it remember where I was when I "minimized" the app and just continue working when I enter it again?

Ram and processor plays a important part in multitasking , how many apps can your device cache and store for a smooth transition over and over. This was not the issue with windows 8.1 but with windows 10 mobile it has come into light. A good proportion of blame goes to windows 10 too as it is not fairly optimized for the hardware.

you dont have enough ram to keep every app state, even on your pc if you fill up all the ram lets say you have 64gb, edge tabs will reload each time you go to them if there is less than 1gb ram left
