Every time I try to download free stuff, it shows that I cant connect to store.

make microsoft account - What is a Microsoft account?
Only with a Microsoft account can you get apps in the Windows Phone Store
Sign in with a Microsoft account

You do need a mobile connection or WiFi in order to connect to the store and download apps.
