Does a Windows phone updated to 8.1 stay 8.1 if I change SIM & Home Country?

If I take my Samsung ATIV with 8.1 update to a different territory and change Sim card will it stay 8.1 regardless?

Yes it will. The OS and firmware are not bound to a SIM card, and will retain whatever updates have been made even if the SIM is changed.

Yes it will.
The update is no related to SIM or the place(Region) were you are.
Updates are related to the country variant of your phone and that does not change.
