they claim that microsft charges alot to developers for SDK.. is that true? and if it is.. it doesnt make sense.. why do they? especially when WP is struggling alot

I never really understood why they charge devs anything (this goes for any dev kit). Getting devs onto your platform helps it mature. What is the point of charging them to do so? Virtually any amount of money is chump change to a big dev, but there have been some great apps across all platforms coming from the "little guy" that codes in his/her free time after coming home from the day job.
