Google will not develop any apps for Windows Phone. As a short answer no

It's built in, but there isn't an actual Google App.

I thought there was one built in but I don't see it. I just had my Nokia 822 replaced and the old one had the Gmail app but I can't find it on this new Nokia 822 Win8 phone. Any ideas as to what I can do?

Just add the google account in your settings. That's it.
