Does settings normally occupy this much space?

Since when did you get this ? Did you try a soft reset ? Hard reset ?

The only known issue which is causing the enormous increase in the space consumed by settings is – Failed Application/Game installs.

For about two weeks now, I shall try the methods you suggested and provide feedback. Thanks for the prompt reply.

EDIT: I'll have to do a hard reset. Will work on that during the weekend. Once again, thank you for your help!

I'd say hard reset. Backup all data on phone and sd, and do hardreset.
In settings you can backup sms and Games/Apps. Do this first

(in explorer folder options: show hidden / prodected files)

1.bacup all your data from the phone and SD
into another folder or another drive
3.format the SD to exFAT with smallest allocation unit size
4.copy back your data to the sd and storage
