Does the new Lumia 1020 have 8.1 pre-installed?

Does all the new devices users purchase from shops nowadays comes with WP8.1 pre-installed?
By new devices i meant if i buy old WP8 devices like L1020 from a shop now (brand new piece), will it have 8.1 in it? Or do i have to wait for Cyan update like everyone?

Most likely have to update, since the update hasn't been released for it yet. Only models that come with it preinstalled are the 63x and the 930, and the 530 when it's released.

No, all the handsetts who are in stock are sold with the genuine OS version of the date of it's release.
Retailers dont do updates, because if they do, they must break the seal of the packages.

No i didn't meant retailers breaking packages and stuff like that.. Doesn't Nokia/MS produce L1020 anymore? I mean from production plants?
