Does WP8.1 have an option in cellular data to lock 4G only?

Why would that be an option? 4g is only for data on most networks at the moment. When in call it switches to 3g or even 2g.

Lumias updated with Black do have the option.
go to the dialer, ##3282#, accept
bring up the ... menu, settings, network type. select 4G

Well yes. That's my purpose to lock 4G only by using the data only. Hate the times when it switches automatically to H+ even I got strong signal . Symbian phone got this option hope that they will put this option too and the DNS option in the accesspoint it would be great idea haha

Nope not fool. It was taken away after amber update but I'm not sure after black update
