I have Lumia 640XL, I recently upgraded to Windows 10. Facing some issues so want to perform a hard reset. I just want to check, if I reset it to factory settings what OS version I will get Windows 8.1(mobile OS when it was bought) OR I will get it to latest windows 10.

Please provide answer.

Hard reset installs again last downloaded build. So last Win10 you got. Consider your phone should update all core apps and sync them too, after installing o.s. (like a normal notebook)
If you plug phone to a pc and use WDRT, you'll get 8.1

Before performing HR, try a soft reset first
