I had stuff this on my jailbroken iPod touch before (yay for activator) and it was too inconsistent.
Trying to hit that tiny area is a problem in itself, also you can currently swipe notifications away, so that can be a conflict.

Certainly a better idea than double-tap-to-sleep, but I feel its too problematic and niche.
