Hi there -- I think it's pretty unlikely that this issue is related to your phone; 403 means that the web server you are trying to contact is refusing your request. Is this affecting one specific web site? I would assume that accessing a completely different website would produce a different effect.

Are you using WiFi or mobile network?

If you are on WIFI, you may want to try another computer within your network to see if the result is the same; if the server is refusing requests from your IP address, or if your network is having trouble supporting encryption like SSL, this would isolate the issue to either the device or your network.

If you are trying on mobile data, you may want to wifi tether a computer to it and try the same thing, but again, be sure to try other sites and see if there is a similar effect or not.

Its happened a lot on fb, it also has happened when i was clicking on results from google. I wasnt using wifi at the time.

Then certainly your Mobile Network data speed is too slow so that IE is thinking there's no network. It's nothing to do with phone. Better you upgrade to better network or talk to your network provider for issues

I am having the same problem. Maps, imb app, store works perfectly but when i enter Uc browser/ie it cannot connect. When i enter youtube app and search for a video it appears but without any picture near the video and when i enter the video it says "loading video format" then the text dissapear and the video does not start. What can it be?
