exif info shows 7.1 megapixels for L920?

Why does exif info show 7.1 megapixels when a L920 has a 8.7 megapixel camera?

Cause not all of the sensor is usable. 1020 is advertised as 41MP but it takes ~34MP images. 1520 and 930 advertise 20MP but they take 16MP.

It's basically taking a square image out of a circle. Your gonna lose some area on all sides.
 
my exif from my old l920 shows: 3552 x 2000 (7.1 MP) - it's as Blacklac says, think of it as "overhead" that is present on hard drives, internet connections, its always less than stated!
 
I think with below it will be more clear.
The camera sensor is 8.7 M but you can make 16:9 or 4:3 pictures and these are different sizes.
If you take a 16:9 exif is 2000x3522
If you take a 4:3 exif is 2448x3264
And 3522x2448=8,621,856
This is still not 8.7M but probably the first pixels of the sensor are not used.
So it's not overhead but the camera sensor has to be bigger to make both 16:9 and 4:3 photo's
