External Display Help

I setup my Viewsonic 2453 this morning as an external monitor and the resolution appears to be a little off. In desktop mode I cannot fully see the taskbar among other things. Does anyone know of any settings that will make my viewing experience more agreeable the specs for my monitor are (23.6" Vis) Widescreen LED monitor 1920x1080p Full HD resolution.
Basically I want to be able use the second monitor to display PDF documents, word documents etc...

External Monitor support seems a bit sketchy to me. The DPI settings are universal for all monitors, so the 200% that the surface uses makes the external monitor look strange. If you change the DPI setting to fit the external monitor, the Surface screen is unusable. Does windows 10 help this?
