Famous Speech "download error"

Hi,

Due to severe battery drain I wiped my 950xl to install new firmware via Recovery Tool that wasn't available to Insider's.
Now I am on OS 10586.36 same as before via Insider program and FW 01078.00027.15506.02029.

The problem now is that I have the download error trying to get UK Speech installed so I can use Cortana etc.

I have tried previous methods such as uninstall / reinstall Insider app and checking for device updates that I have seen in other threads regarding this issue but it can't download it after trying all methods I found.

Any suggestions?

Change your location to United States, reboot, then try again with the speech. It should work.

Just gave it a try...
English USA speech with USA regions works as was already installed but it still won't download English UK.
I just tried to download French just to see if anything else works but that also gets the error.

Unregister from windows insider then re-register to fast ring. Install speech
