Few questions about Win8 tablets

1. Couple weeks ago we had here thread about coming new tablets for $100. When they are coming exactly, any information about it?
2. Is there any difference between "them" ^ and Surface RT (except screen size)? If nothing major should I just grab one RT? I mostly need it for college and communication between my L928 and tablet for syncing media files -with OneDrive probably. If it supports connecting with USB cable would be best option for me
