Not sure by you might try changing your region to north America then doing a hard reset that may load the proper rom.

I did that last night, but didn't work.I still have the RM-821_apac_hong_kong_234

Hard reset means: about > reset your phone, right?

There is a soft reset which usually takes care of small quircks. A hard reset reloads the os

None of the above will change the ROM. The only way to change the ROM would be to flash the phone with the other ROM. Find out the product code for the Rom you want, using Navifirm Plus for example.

Download Nokia Data package manager. There's a cooked version which allows you to connect to Nokia servers and download the ROM for RM-821 and the product code you want.

Once you have the correct ROM, use Nokia Care suite to flash that ROM to your phone. Select "No connection", manually open the product (RM-821) and use "Recovery", not "refurbish". As soon as you click "Start", switch off your phone. Once you get the timing right, your phone will be flashed to the new ROM. All further updates will be for that region.

All the softwares mentioned above can be found via a Bing search. PM me if you face any issues.

Don't know what you'll get by flashing a Canadian ROM, though. I would assume most NA ROMS would be carrier branded and they generally receive updates after everyone else. Here're some NA product codes, though

Must be a newly flashed phone syncing a lot of stuff. Might not be an issue with the ROM itself.

Ultra99,

Have a look here for instructions on flashing your ROM away from HK. The instructions are for a 920 but it is easy enough to modify them for other Lumia models.

Tip: How to fix a bricked Nokia Lumia 920 | Windows Phone Central

I recently did this to get away from a provider-locked ROM to an unlocked country variant ROM. It took about an hour to do but was well worth it in the end. And... you then don't have to wait for your phone provider to release any updates.
