At this point there is NO Nokia that even does a Interop unlock. There is right now NO way to flash other roms to a Nokia device. This includes the 928...

So, to answer your question....Besides OEM Nokia roms for the 928 (and tricky method to do it), NO you cant..

Not sure what your trying to do as there is no other roms available....and No you can't put Android on a WP device....

Only one that COULD do that was the HTC HD2, it has Android, WP7, WP8 roms avilable for it BUT, it was a known test device for Microsoft and is lower on the spec scale than most WP8 devices today.
