Frequent "cannot access the Windows Phone store" problem

Is anyone else having this issue? Often I get that message when trying to download an app. Rebooting the phone often fixes it, but why should I have to do that so often? That was never an issue on any of my other Lumias. Sometimes the app will stop downloading right in the middle of a download and I'll get a "try again" error. Then the download never starts after tapping "try again." Only chance of it working again is after a reboot.
 
Update: I noticed toggling WiFi off and then on again lets it retry downloading the app. But why is the store sometimes inaccessible and downloads interrupted on this phone and not my other Windows Phones on the same WiFi connection?
 
Sorry I'm not having this issue in the US with my 640XL (version RM-1096_1001). The only issue I sometimes have with the Windows Phone store is that for apps over a certain size, the store requires wifi connection to install it (under settings, "only get updates over wifi" is OFF).
