Game streaming from PC / Xbox One?

What's the status on streaming games between Windows 10 devices? Rumours leading up to E3 seemed to be alluding to increased streaming capabilities, but it seems like nothing came of it.

I also recall hearing last year that they were working on the ability to stream not just from the Xbox, but also to the Xbox, which might imply that you could also stream from the PC to the Phone or the Surface.

Any news?
