i never did a hardreset after an update..

I've read many many times that hard reset is recommended after installing an update.

I also have Cortana in the UK, except it's mostly bing results and the cute phrases don't work yet.

If you check the settings of Cortana, you can change her speech settings. I won't try yet, but at a guess you can download her US speech settings and use that.

Probably something needs to get enabled on the server side. There does appear to be a voice actress though, recognizable names have a different voice/intonation than the made up rubbish I typed in.
