Generating smaller animated gifs with Blink or resizing them afterwards

I've been playing around with Microsoft's Blink app. And I rather like for creating animated gifs in certain situations

The problem is that the above animated gif is 6.4MB. Which is far too big to casually send to someone and also too big to upload to imgur.com, which has an upper limit of 5MB

I was unable to find any settings on Blink to reduce the quality before it was taken, after it was taken or before it converted it to an animated gif to onedrive. Also was unable to find a way to resize the gif from Onedrive.

Any ideas on how I can get smaller animated gifs from Blink, or somehow resize them?

Or maybe just some other app on WP that will let me easily make animated gifs, which aren't so huge?
