German Cortana page online, is this new?

Hi, I saw today that they have a german cortana website online, is this a new one or old news?
D?rfen wir vorstellen? Cortana f?r Windows Phone | Windows Phone – Hilfe & Anleitung (Deutschland)
Also, I saw this page exists for at least spain, italy and poland (didn't checked others).
Does this mean, we are getting it "soon"? Or is this page for months online?

Yeah,as the site says Cortana might come to Germany as an Alpha Version which will be available in Windows Phone 8.1 update 2.
