German Phone, Dutch Sim, in the netherlands. Need to enable roaming to get data working.

Hi,

I have a german Lumia 640 dual Sim. In Sim 1 I have a a dutch SIM.
I am located in the netherlands and the region settings is also The netherlands.
When setup like this I cannot get cellular data. I need to enable Roaming to get it to work.

So it looks like it is comparing the ROMS region instead of SIM region ?

Is there anything I'm doing wrong or is this a bug?
