Is there any possible way of displaying gif images on windows phone 8.1?

Apps exist in the store. IE itself does display GIFs but you need an app if its stored on the phone.

Animated GIFs? Yes, Lumia Cinemagraph actually can export GIF files now. I save them to my Onedrive and share them from there. Here's an example. Hint; if you're viewing this post on your phone, you've answered your question
