I have an outlook account that updates as items arrive but my Gmail account will only do it as fast as every 15 minutes. How do I fix this?
 
You can't; Google updated their services so that Windows Phone can only use a protocol to access Gmail that can't get mail instantly.

More evidence Google is alienating Windows Phone users that rely on their services.
 
Not exactly true. The imap protocol used now for Gmail access does support push email as evidenced by windows 8 mail client. It is just Microsoft doesn't want to do it on phone side for whatever reason.

I really wish people would not throw out false information.

If you want to use Google and have "items as they arrive" use Exchange, or use the first Outlook option

Use m.google.com for the server and use google as the domain

The exchange support from Google will end by the end of the year for everyone and for new phone owners, it is not even possible to setup that way without jumping through hoops. You can only setup exchange sync if you are already on it before certain time.
