Yes they appear in extras (in settings) and app list, after a hard reset, by being installed via sysapp pusher. For instance, I've forced the installation of access points, it was *added* to the extras list. It doesn't work (it says it's for WP8.1, not other OS) though.
The only app I have an issue with is device hub. Can't install it (appears installed), I can't find it in app list or extras, even after a hard reset. And the install button doesn't show when I open its page in the old store.
