Groove Music -- why is it different per device?

On my Surface 3, Groove shows 2550 songs in my collection.
On my 950 XL, Groove shows 2304 songs in my collection.
On the web, Groove shows 2338 songs in my collection.

Is any of this fixed in Insider? Have they raised the "shuffle all" past 500 songs?

on the surface, probably there are some songs locally stored in addition to the ones you have online
