Guaranteed method of getting "project my screen to work"?

I've tried and failed to get project my screen working for my phone

I use a lumia 1020, build 10581, no hard reset, no restore.
Project my screen hasn't worked on any build in WM10 for me.

My laptop is windows 10

I haven't been able to install windows device recovery tool since it throws an error - something like 0x800***ee7. Can't remember the code, laptop is at home

How can I get project my screen to work? A foolproof method so to say

Try this, open control panel, go to device manager and uninstall your device driver( it may be in USB section) unplug your phone and connect it again, your laptop will install the drivers again... And may be able to use it.

Did that a couple of times. not working

Now I know it's because of the laptop. Tried with a surface and worked on the first try. So happy. But now I have to figure out what's wrong with the laptop

Just an update - project my screen will stop working if you have windows device recovery tool installed - if you remove wdrt, project my screen works again
