Has Anniversary Update been released for 640 yet? (not Windows Insider)

Still haven't received Anniversary Update on a SIM unlocked, AT&T Go Phone variant of the 640.
Phone is not enrolled in insider.
Is this normal? Should I have received it yet?

The statement from MS said that it will roll out slowly. It's only been a week since the release, so wait for a few more days. Or join insider and select release ring

Got sick of waiting and enrolled in Insider. Now I'm on 14393.82

ATT handles the firmware, Microsoft handles the software.

No - I saw W10M was available thru Upgrade Advisor, upgraded, had to do a hard reset then reinstalled W10M in a clean install. I saw AU was available when checking for updates and installed.
