Having trouble restoring settings to new phone

I replaced my 521 and need to restore my settings/apps to the new phone. I have no data, only wifi, so I can't restore during the first boot up. I was told if I chose "sign in later", I could set up my wifi, then add my MS account and it would let me restore just like on first boot up. So I did, but never got a prompt to restore settings. After I signed in, it just asks me if I want to enable back up like it always does. I've tried both no and yes (after factory resets), but nothing happens after that. Am I suppose to do something extra?

You can not 'sign in later' when doing a restore. Using data is the only option when doing a restore. The next MS update will add WiFi to the restore process.

Select Settings->Backup->app list+settings->what does it say for last backup date?

I thought I read somewhere that restore only worked over cellular at this time at initial setup, you have to click later like you said. But try the tip listed in this thread

gdr3 is supposed to fix this problem and allow wifi restore at initial setup.

I tried 'Do this later' recently and still couldn't get the restore option. I had to rebuild the phone manually. I'm looking forward to GDR3 for the WiFi option.
