Are you expecting us to be mind readers?
We don't know what carrier you're on. What country you're in. Why you're not using WiFi to download something that big? Why you think it's WP and not something else?

A little more detail would be nice.

Sorry for my mistake��..currently m using UMOBILE a carrier from Malaysia..i don't have any WiFi connection right now..before this i can download any apps with cap limited to 50mb using mobile data..suddenly this thing occur to me from yesterday,everything that over than 20mb needed using WiFi to download..this is make me wonder why it happen because everything working fine before this..and other thing that i seen before this problem occur is i get the limited cap increase to 100mb in the store..after a few hours the cap change to 20mb..is there any error in the store or something else??

I'll do some more investigation but I ws able to find this so far. It would appear the cap is going to be lifted but was possibly put in place in your country by accident. Contact MS support to see what they have to say.
